It would be very helpful if the datatracker could send a notification to iesg-secretary@ietf.org automatically whenever the personnel for a WG is changed in the datatracker. The Secretariat has actions that need to be completed (permissions, additions to mailing list and photo page) that need to happen.

I have fixed this. Whenever there is any personnel change in working groups, the IESG secretary will get a mail with the subject "Personnel change for XXXX working group". The mail will contain information about all the personnel added/deleted along with their emails. The changes are aggregated by role.
