For a draft like http://www.ietf.org/id/draft-ietf-httpbis-p1-messaging-15.txt the submit tool only extracts the first eight authors.

The reason is that the process that reads the author list stops at the line 15th of the draft.

Proposed solution: Extend this 15 lines limit.

Fixed in 7f8eea3, released in v3.61. Also fixed in idnits v0.21.
