When you "add" a document to the datatracker, you should specify the stream #743

Right now, unless you're the secretariat, you can't set the stream at all.
The secretariat gets to set a single bit that means "IRTF or ISE", but doesn't mean it cleanly. There is existing code that tries to figure out if something is IRTF stream or not by looking at the filename. It should be looking at the actual stream instead.

Changed the edit info form to allow (force) setting the stream when editing or adding a document to the iesg tracker.
Fixes bug 743
