Mismatch Vary

Description

When one cached variant has one Vary header, and then another variant is received with a different Vary header. Lets say the first has

Vary: Accept-Language

and the second

Vary: Accept-Encoding

what is the appropriate behaviour for a cache?

Responses are evaluated in isolation; spec does not need to say anything (worst effect is lowered cache efficiency). HNO requests close with no action.
