This is issue http://www.w3.org/International/iri-edit/#IRI-and-forms-107 from the old issues list. The original description was:
HTML form upload works (mainly) by using the character encoding
of the containing page. IRIs are transformed to UTF-8 before
being sent. Where exactly is the boundary between these two
behaviours?

This is to quite some extent addressed in the current spec, but we need to carefully check that we get all the details right (for which schemes, and in which situations, is the query part interpreted according to some (not necessarily UTF-8) "document character encoding").

Larry: I don't think this is an issue. maybe an action item for someone to check. but think issues should be raised

against the current text, which has done this.

Martin: I agree that this is not an issue. but want to keep it opened.
Larry: I don't like having open issues that aren't issues.
Martin: need to have some text about specific schemes such as ftp.
Marc: I think we should close this one. and reopen in the future if we find an issue.
Addison: agree. anyone disagree?
Martin: not too strongly.
Joseph: to look at the text and comment to the public iri list.
Concensus: close the issue
