Normative length limits on IRIs or components theroff

This issue results from a split of issue #37.
The question is whether we need any normative length limits on IRIs or components theroff.
In general, there are no normative length limits on URIs/IRIs or components thereoff. I did not find any such limit in RFC 3986 (but may need a more careful check).

I believe that the discussion on the working group mailing list came to the conclusion that we wanted no formal length limits, leaving only informative limit information as per http://trac.tools.ietf.org/wg/iri/trac/ticket/47.
