Improve reply/reply all targets for mail sent when entering a review directly into the datatracker #2078

Currently, when a review is entered directly into the datatracker, the headers that would affect reply behavior are set as follows:

To: "General Area Review Team (Gen-ART)" <gen-art@ietf.org>
From: IETF Secretariat <ietf-secretariat-reply@ietf.org>
Cc: draft-whatever.all@ietf.org

It would be better if the headers looked more like what would have happened if the review had been mailed to the list. In particular, the reviewer should be likely to directly get replies.

Fixed in 062707f:

Fill in CC list defaults for review completion mail. Make the mail come from the reviewer instead of the default secretariat address. Fixes #2078 and #2054. Commit ready for merge.
