At the moment, when a WG draft expires, it disappears from the group's /document page.

It should instead continue to be shown somewhere on the page, perhaps in an expired drafts section.

When a group abandons a draft, it will need to make a more explicit marking that the draft is not going to be updated so that it disappears from the list.
