The first seems to be a problem in the serving infrastructure. The response I'm getting has x-content-type-options: nosniff set, but no content-type. The second is likely a consequence of a tool making the PDF from the text.

Fixed the http server config to use UTF-8 for datatracker-related .txt files under all paths served from www.ietf.org, not just under www.ietf.org/id/.
