No email to group list when charter is updated #3254

When a group charter text is updated in the datatracker, this does not seem to generate an email to the mailing list associated with the group. It has been suggested that it would be useful if that happened.

I think the current configuration should have sent mail to the mailing list. See https://datatracker.ietf.org/mailtrigger/name/ballot_approved_charter/

Can you point to an update where this did not happen so I can further diagnose?

No email is going to terminology@ when I update the charter text for TERM.

TERM is not yet a working group, and there are no ballots on its charter yet.

Is this the group that caused you to enter the ticket in the first place? If so, I think we should modify it to say something like "Updates to proposed charter should be sent to the group list". The workflows are different for groups in this state.

We could also look at "updates to proposed re-charter".

This looks like it would be a new mailtrigger and an addition to use it at ietf.doc.views_charter.submit

There was a charter ballot for TERM, but it got reverted, since it's going out for IETF review again.

I think in general, if there is a mailing list associated with a group and a new charter revision is uploaded, a notification should be sent to the list. I think this is happening for WGs already, it would be good if it also happened for other groups, because a part of the community apparently expects this to happen.

(I was asked why I had suppressed the TERM charter update email to the list when I posted an updated, and needed to explain that I didn't and that there is no such feature in the datatracker at the moment.)
