When this is done, the url for the settings should be changed from '/cookies/' to something
like '/accounts/setttings/' (we already have '/accounts/profile/' which shows the user's
profile data).

This may be partially done. It is reasonably intuitive to find now (via "Manage Account", then "Change your datatracker preferences for this browser"), but the resulting page is still /cookies, not /accounts/settings.
